Choose a person to work as

Staff sign-in is the Alba365 Identity Hub (D-2, revised — Clerk sits behind it). The code for it is written and tested; this deployment just has AUTH_MODE=dev set. The picker exists so the rest of the app can be built and reviewed against real role assignments, and it is refused outright when APP_ENV=prod — not on NODE_ENV, which is production in every container image including this one.
